政府成立漁民特惠津貼上訴委員會處理受香港東北水域海事工程影響個案

政府今日（十一月一日）宣布成立漁民特惠津貼上訴委員會，處理受香港東北水域海事工程影響、船長不超過15米的漁船船東所提出的特惠津貼上訴個案。 上訴委員會是按需要成立的非法定組織，由一名非官方主席及四名非官方成員組成。楊明悌獲委任為主席，成員為歐栢青、鍾姍姍博士、凌民琛和譚健樂。有關委任即時生效，任期至完成處理所有上訴個案為止。 政府一直有機制向受海事工程影響並符合資格的漁船船東發放特惠津貼。政府已成立跨部門工作小組，處理漁船船東就有關在香港東北水域所進行的25個海事工程的特惠津貼申請。跨部門工作小組在登記期內共收到861個申請。如特惠津貼申請人不滿跨部門工作小組就其獲批特惠津貼金額或申領資格所作的決定，可向上訴委員會提出上訴。政府共收到三位申請人就跨部門工作小組的決定提出上訴，其中一宗關於批出的金額，兩宗關於其申領資格。上訴委員會將就這些上訴進行聆訊。 上訴委員會的職權範圍如下： 根據政府就受海事工程計劃影響漁船船東發放特惠津貼的政策，就上訴人向跨部門工作小組對申領特惠津貼的資格和／或獲批特惠津貼的金額的決定所提出的上訴，進行聆訊並作出考慮；以及 在審視上訴人（或其代表）或有關政府部門所提供的新或額外資料／證據，以及這些資料／證據的相關性和重要性後，考慮是否維持跨部門工作小組就上訴人個案所作的決定或修正有關決定，以及在適當情況下釐定發放給上訴人的特惠津貼金額。
