衛生福利部今（5）日於行政院會說明《老人福利法》第22條修法各界意見評析，行政院長卓榮泰於聽取相關說明後表示，此次老福法修法，違反社會保險原則與世代正義、社會福利應優先補助弱勢原則，以及《憲法》與財政紀律，請衛福部在綜整各方意見之後，通盤研商及審慎評估各個受影響層面，並回歸量能負擔、確保弱勢補助，以及永續財政原則。卓院長指出，長者福利照顧一向是政府重要政策，依現行機制，對於70歲以上低收入戶、中低收入戶長者，政府每年編列12.2億元預算補貼健保費，65歲至69歲低收入戶、中低收入戶長者，則由地方政府依其財政能力予以協助。卓院長表示，此次修法將65歲以上長者健保費補助範圍，擴大至八成以上長者，一年約增加400億元經費，在二、三十年之後，補助費用更高達600多億元。卓院長強調，此次修法大幅增加政府歲出，立法院不僅沒有指明財源，也沒有完全履行徵詢行政院的法定程序。卓院長進一步指出，此次修法存在幾項問題，包括：第一、違反社會保險原則與世代正義，尤其健保制度係秉持「自助互助」及「量能付費」原則。第二、違反社會福利應優先補助弱勢原則，而且修法刪除現行對特定弱勢的補助，等於剝奪了中低收入戶等特定弱勢長者的醫療保障。第三、違反《憲法》及財政紀律。卓院長強調，考量補助經費龐大，且攸關國家財政資源的分配，請衛福部在綜整各方意見之後，通盤研商及審慎評估各個受影響層面，並回歸量能負擔、確保弱勢補助，以及永續財政原則。
