L'accordo globale di Kunming-Montreal punta a tutelare almeno il 30% della superficie marina entro il 2030, obiettivo inserito a livello europeo nella Strategia Europea per la Biodiversità al 2030 e nella Strategia Nazionale per la Biodiversità al 2030. Circa il 60% degli oceani è tuttavia costituito dall'Alto Mare: acque internazionali che si estendono oltre le 200 miglia nautiche dalla costa, rimaste a lungo prive di efficaci tutele condivise. Una lacuna colmata dall'entrata in vigore, a inizio 2026, dello storico Trattato ONU sull'Alto Mare (Accordo BBNJ), che offre finalmente la base giuridica vincolante per istituire riserve marine anche nelle acque extraterritoriali.
