《2026年證券及期貨（修訂）條例草案》刊憲

政府今日（十月三十日）在憲報刊登《2026年證券及期貨（修訂）條例草案》（《條例草案》）。 《條例草案》旨在修訂《證券及期貨條例》（第571章）及其附屬法例，以優化房地產投資信託基金（房託基金）制度，引入類似《公司條例》（第622章）下適用於公司以進行重組或強制購入的法定機制。《條例草案》亦會優化在香港聯合交易所上市的集體投資計劃（上市集體投資計劃）所適用的市場失當行為及披露規管制度，明確訂明《證券及期貨條例》中相關規管制度的條文，除了上市公司外，亦適用於上市集體投資計劃。 財經事務及庫務局發言人表示：「國家《十五五規劃綱要》明確支持香港強化國際資產及財富管理中心的功能。政府一直致力鞏固香港在這方面的領先地位。《條例草案》下就優化房託基金制度的相關修訂，預期可提升本港房託基金市場的競爭力和增加流動性，支持業界發展。另一方面，設立清晰完備關於市場失當行為及披露的規管制度，有助加強投資者保障與信心，令市場更廉潔穩健，並支持基金業的長遠發展。」 《條例草案》將於十一月十一日提交立法會進行首讀。
