機電工程署（機電署）今日（十月二十三日）就區域供冷系統和集中式多建築供冷系統優化計劃推出更新版《香港建築物能源效益註冊計劃》及新訂立／修訂的五項作業指引。 由政府推展的啟德區域供冷系統已印證在香港推展區域供冷的可行性。行政長官在二○二五年《施政報告》宣布將推出優化計劃，從技術、稅務和樓面面積等方面鼓勵和便利非政府機構建設較小規模的區域供冷系統或集中式多建築供冷系統，以增加技術的普及程度和推動綠色科技發展，助力應對氣候變化及加快實現《香港氣候行動藍圖2050》中的碳中和目標。 更新版《香港建築物能源效益註冊計劃》擴大涵蓋範圍，接受區域供冷系統和集中式多建築供冷系統的註冊申請，無需另外取得相關綠色認證。合資格節能建築裝置的資本開支可在計算年度利得稅時完全扣除。 作業指引提供良好作業、設計參考及創新技術供業界及用戶使用，以提升區域供冷系統和集中式多建築供冷系統的可靠性、安全性和能源效益表現，當中包括更新現有的三份及增訂兩份相關指引： 更新的《區域供冷服務供冷條件》； 更新的《接駁區域供冷系統技術指引》； 更新的《在區域供冷系統附近挖掘的指引》； 增訂《應用機電裝備合成法在區域供冷系統的指引》；及 增訂《區域供冷系統管道網絡設施維護指引》。 更新版《香港建築物能源效益註冊計劃》及五項作業指引將於二○二六年十一月一日起正式生效，詳情可參閱機電署網頁： 《香港建築物能源效益註冊計劃》 www.emsd.gov.hk/tc/energy_efficiency/energy_efficiency_registration_scheme_for_building/index.html 香港區域供冷系統 - 指引及表格 www.emsd.gov.hk/tc/energy_efficiency/DCS_in_HK/guidelines_forms/index.html 優化計劃的其他措施將陸續推出，整套計劃將在二○二七年第一季起全面實施。
