以下是財經事務及庫務局局長許正宇今日（十月二十八日）在立法會會議上動議二讀《追加撥款（2025-2026年度）條例草案》的發言全文： 主席： 我動議二讀《追加撥款（2025-2026年度）條例草案》。 《公共財政條例》第9條規定：「在結算任何財政年度的帳目時，記在任何總目上的開支如超逾撥款條例撥予該總目的款額，超額之數須包括在追加撥款條例草案內，而該條例草案須在出現該超額開支的財政年度終結後，於切實可行範圍內盡快提交立法會。」 二○二五至二六財政年度已完結，在84個開支總目中，有三個超出《2025年撥款條例》原先撥給該等總目的款項。有關額外支出，主要是應付個別承擔項目的額外現金流，包括為實施強制性公積金首階段「全自由行」所需的積金易平台系統優化、立法會採購自動語音識別系統及大語言模型有關的硬件和軟件，以及更換一組與印務有關的裝訂生產線。所有上述超額開支均已獲得財務委員會授權批准，給予追加撥款以應付額外現金流，並不涉及項目超支。 我現提出《追加撥款（2025-2026年度）條例草案》，為該三個開支總目追加撥款合共約7,848萬元，以符合《公共財政條例》第9條的規定。 主席，我謹此陳辭。
