Reorganisation of Seure ownership structure moves to decision-making stage
On 21 September, the Helsinki City Board will consider a proposal to restructure the ownership of the personnel services company Seure Henkilöstöpalvelut Oy (Seure) to align with an amendment to the Public Procurement Act that entered into force in the summer of 2026. Under the proposed restructuring, the cities of Helsinki, Espoo and Vantaa would sell a portion of their shares in the Seure firm to other current shareholders and to the Wellbeing Services County of Päijät-Häme in such a way that each of these enntities would continue to hold at least a 10 per cent stake in Seure.
