La normativa, estructurada mediante un riguroso proceso participativo y multisectorial liderado por la Oficina Gubernamental de Tecnologías de la Información y Comunicación (Ogtic) y la Dirección General de Ética e Integridad Gubernamental (Digeig), cuenta con el acompañamiento técnico de la Alianza para el Gobierno Abierto (OGP) y se alinea con los estándares de la Unesco y la OCDE .
