Isenção de tarifa para usinas movidas a biomassa da casca de arroz vai à CAE

A Comissão de Agricultura (CRA) aprovou nesta quarta-feira (4) projeto de lei que isenta de tarifa de energia elétrica os empreendimentos que gerem eletricidade exclusivamente com biomassa da casca de arroz. O PL 5.861/2025, do senador Luis Carlos Heinze (PP-RS), altera a Lei da Aneel, de 1996. Recebeu parecer favorável do relator, senador Hamilton Mourão (Republicanos-RS), e seguirá para análise da Comissão de Assuntos Econômicos (CAE). A casca corresponde a cerca de 20% do peso do grão de arroz. Como o Brasil produziu 12,8 milhões de toneladas de arroz na safra 2024/2025, segundo a Companhia Nacional de Abastecimento (Conab), são geradas, portanto, aproximadamente 2,5 milhões de toneladas de casca de arroz todos os anos no país, ressaltou o relator. Com os eventos climáticos observados nos últimos anos em todas as regiões, disse Mourão, torna-se necessária a expansão da produção de energia renovável no ambiente rural brasileiro. O senador destacou que as peculiaridades da biomassa proveniente da casca de arroz, como seu caráter residual, os benefícios ambientais associados à sua utilização e e sua relevância para o desenvolvimento regional, justificam tratamento diferenciado. — A
