Kenya: Driving Accountability and Results Through Performance Contracting

Institutional effectiveness is built on clear priorities, measurable targets and leadership that takes responsibility for delivering results. Within the Ministry of Defence and the Kenya Defence Forces (KDF), performance contracting provides an important framework for translating strategic objectives into action, strengthening accountability and ensuring that resources and institutional efforts remain focused on achieving the Defence mandate. This focus was reinforced during the signing of the Financial Year 2026/27 Performance Contracts at the Defence Headquarters, marking the commencement of a new performance cycle across the Ministry, KDF and its Semi-Autonomous Government Agencies (SAGAs). Soipan Tuya signed the Ministry’s 23rd cycle Performance Contract for FY 2026/27, setting out priorities, targets and commitments that will guide service delivery and institutional performance throughout the financial year.
