National risk assessment underpins preparedness in society
Finland prepares a national risk assessment at regular intervals. The previous assessment was published in 2023. All EU Member States regularly report on their risk assessments to the European Commission. “Preparedness has become increasingly important at every level of society. It helps prevent threats from materialising and improves society’s readiness to deal with disruptions and crises,” says Permanent Secretary Matti Sarasmaa . The national risk assessment describes 24 risks. Three risks appear in the assessment for the first time: disruption in the usability and availability of information, availability of skilled workforce during disruptions and disruptions in global value and production chains. A broad group of ministries and central government agencies worked together to prepare the assessment. In addition to the Ministry of the Interior, the working group included the Prime Minister’s Office, other ministries, the Security Committee, the Finnish Security and Intelligence Service, the National Police Board, the Finnish Border Guard, the National Emergency Supply Agency, the Finnish Supervisory Agency and the Finnish Red Cross, which represented civil society organisations.
