From Relic to Readiness: USACE, DHS and FEMA Cut Ribbon on $22M Advanced Responder Training Complex

MOBILE, Ala. — For more than a quarter-century, Building 640 stood as a silent reminder of Fort McClellan's storied military past. Once the bustling gateway where thousands of young recruits first stepped into military service, the building sat largely dormant after the post's official closure on May 20, 1999, weathered by decades of stillness. Today, that silence was definitively broken. In a milestone ceremony marking the culmination of an ambitious $22 million design-build effort, leaders from the U.S. Army Corps of Engineers (USACE) Mobile District, the Department of Homeland Security (DHS), and the Federal Emergency Management Agency (FEMA) gathered to cut the ribbon on the newly transformed Advanced Responder Training Complex (ARTC) at the Center for Domestic Preparedness (CDP). The ceremony celebrated not merely the dedication of brick, mortar, and steel, but the revival of a national asset dedicated to preparing America's emergency responders for the unthinkable.
